There are 2 steps to creating a new user. You need to create the user themselves and then assign a role to that user.

Assign a role

You also need to assign a role to the user. The following options are available:

To assign a role to a user, highlight that user the user you wish to assign a role to in the 'Users' screen and click on the purple 'Add a new role' button in the top right hand corner of the screen:
